Both teams have seen all they need to see from their starters at this point and are likely to play it safe as they conclude the preseason. The Titans don’t want to risk another injury to QB Ryan Tannehill, who missed the conclusion of last season, and their rookie draft pick Will Levis is nursing an injury.
